Bill is a Principal Hydrogeologist and Member and Founder of Loughlin Water Associates, LLC with 40 years of water resource and hydrogeologic consulting experience including groundwater assessment, development, management, and protection; water well and spring troubleshooting and rehabilitation; technical support and expert witness testimony for water right and water-related litigation. Bill serves on the Board of Gorgoza Mutual Water Company and the State Geological Mapping Advisory Committee and has served on the Utah Geological Survey Board and Utah Professional Geologist Licensing Board. Bill is Past President of the Utah Geological Association and the Park City Sunrise Rotary Club.

Van is a Principal Hydrogeologist and Member of Loughlin Water Associates LLC, with more than 32 years of experience in groundwater hydrogeology, drinking water regulations, water rights, well siting, planning and design of large- and small-scale groundwater production wells and spring sources in geologically complex terrain. For nearly 10 years he served as Manager of Water Resources for Rio Tinto Kennecott Copper and was responsible for the largest private water right portfolio in Utah. In this role, Van served on the Board of the Utah Lake Water Users Association and as President of the North Jordan Irrigation Co. Van is a Certified Water Right Consultant.

He specializes in groundwater source development projects, including feasibility and well siting studies, groundwater exploration, public water system well design, permitting, well construction, and aquifer testing and analysis. He is authorized by the Utah Division of Drinking Water (DDW) to certify grout seals in public water system wells and is a Certified Utah Water Right Consultant. Neil also has international experience with mine site hydrogeology and geochemistry assessments.

Ian Schofield is a Principal Hydrogeologist and Member of Loughlin Water Associates, LLC, with 18 years of experience. His project experience includes baseline studies and impact assessments (physical and geochemical), conceptual site model development, groundwater discharge permits, remedial investigations and feasibility studies, well siting studies, well installation and development, aquifer testing and groundwater monitoring and sampling. For the last seven years his work has focused on hydrogeologic and water quality associated with closure planning for the mining industry. Ian serves on the Administrative Control Board for Mountain Regional Water Special Service District, and has previously served on the Board of the Utah Ground Water Association.

John Brown is a Senior Hydrogeologist and has more than 40 years of experience as a geologist and hydrologist including well siting, design and construction oversight, well maintenance and rehabilitation, well performance evaluation, groundwater contamination assessment, remediation and feasibility studies, aquifer testing and analysis, groundwater quality assessment, groundwater discharge permits, and substantial CERCLA and RCRA experience. He designed, constructed and continues to evaluate, manage and rehabilitate multiple dewatering well systems at a large power plant for the past 30 years. John is authorized by the DDW to certify ground seals in drinking water wells. He is also a Utah Licensed Pump Installer (LPI) and has hands-on experience in evaluating and treatment for an array of well conditions and complex pumping systems.

Matt is a Senior Hydrological Engineer with more than 40 years of experience in surface water hydrology, dam design, permitting and construction, stream restoration and related surface water modeling. Matt served for 25 years as an engineer with the Utah State Dam Safety Section and as Assistant Utah State Engineer in charge of Technical Services for the Utah Division of Water Rights. Matt has served as Adjunct Professor in the Civil Engineering Department of the University of Utah teaching Water Resource Management.
